I need to do BCA report and excel for this feasibility study https://highways.dot.gov/sites/fhwa.dot.gov/files/… . Follow the example as a guide.
The BCA model should us a discount rate of 7%. Federal guidance can be referenced for unit costs for social benefits and disbenefits. The Englewood Line Trail BCA Model can be used to get started on your analysis.Make use of various tabs to separate out the various benefits and costs
Essential part of the model development is to make sure the time value of money is taken into account for project benefits and costs, and that benefits and costs are combined into a benefit-cost ratio correctly.
The report should be about 5 pages or more. If there are additional tables and charts you want to share, you can include those in appendices. The Englewood Line Trail Report can be used as an example. Here is an outline for the report:
Executive Summary
Project Benefits (list out the benefits used and explain how they were calculated)
Project Costs (list out the costs and how they were calculated)
BCA Results (summarize the BCA results)
If the results have a B/C ration less than 1.0, do not worry, No points will be taken off if the B/C ratio is less than 1.0. Simply explain what is missing from the analysis or simply state that the project does not seem justified considering the cost.
